1,561 projects are under construction according to the Dubai Land Department, 27% built on average. 203 of them have passed the completion date their developer registered. The figures come from Land Department’s register and its own site inspections.

How these figures work

Every off-plan project in Dubai sells through an escrow account, and money leaves that account as construction progresses. The Land Department’s engineers inspect the sites and record how much is built, usually with photos. That register, called Mashrooi, is public, and Mulki reads it every night.

The completion date is the one the developer registered, and developers can apply to move it. Mulki compares the pace of the last year of inspections with that date to show which projects are keeping to it. If you own a unit, the handover guide covers what happens after 100%.
