We verify that once, through UAE PASS and the Land Department record, and indemnify the result. Resale NOCs for jointly owned units are where we start, in a pilot proposed to Sandbox Dubai.

Where we start: the case that slows the queue

A single owner selling a mortgage-free apartment can now do most of it remotely through the Land Department’s Digital Sale service. Couples and other joint owners are outside that service, so their resales still come through your NOC desk, with every owner's documents checked by hand.

Your team confirms who the owners are, that they still own the unit, and that both of them agree to the sale. When one of them lives in London or Mumbai, that usually means a notarised power of attorney before anything moves. Later in the same transaction the broker, the trustee and the bank check those facts again, each for their own file.

How the certificate works

  • Both owners approve on their phones

    Each owner signs the same NOC request, for one specific unit, through their own UAE PASS. It does not matter which country they are in.

  • We check three things

    Each signer's identity comes from UAE PASS. Their ownership is compared with the current Land Department record, and we confirm that every registered owner signed the same request.

  • Your team receives a certificate

    It states the results of those three checks, names your company as the only recipient, and expires after fourteen days. Either owner can cancel it until you use it.

  • You confirm it, then carry on as normal

    Confirming the certificate re-checks the Land Department record at that moment. After that, service charges, project conditions and the NOC decision are handled exactly as your team handles them today.

What stays with you

Service-charge clearance, project conditions, your fees and the decision to issue the NOC stay with your team. Mulki never handles title or money, and the checks the Land Department and the trustee run at transfer are unchanged.

After resale NOCs

Most requests an owner sends you start with the same questions about identity, ownership and co-owner consent. If the pilot shows the certificate holds up for NOCs, we would offer it for the requests below. None of them are live, and we would agree each one with you before switching it on.

Owners would still come to you through your own app, portal or desk. Those channels would request the certificate from us behind the scenes, and your team would see a verified owner where it now sees a folder of scanned passports and deeds.

If we get it wrong

Each certificate carries our own indemnity to your company: up to AED 25,000 for the direct cost of reversing or re-processing the NOC.

It is backed by AED 500,000 of financial security for the pilot, and the cover still available is shown in the portal at all times. Claims are answered within ten business days, and undisputed amounts are paid within thirty.

The pilot

We are asking one developer to run about a hundred resale NOCs through the certificate over six months. Every case would be a completed, mortgage-free unit with exactly two individual owners, which keeps the pilot small enough to watch closely.

It costs you nothing, and there is nothing to connect: your team works from a web portal we provide. Each month you and the sandbox team get the same report, showing time to NOC against your own baseline and how many checks and repeat document requests the certificate took off your desk.

The volume behind the queue

These eight communities alone recorded 24,663 resales of completed homes in the last twelve months. Most of them needed an NOC before transfer. How many were jointly owned is one of the numbers your baseline would give us.

Where things stand

  • Built

    The Mulki app, UAE PASS sign-in, and retrieval of title deeds, Oqood and Ejari from the UAE PASS Digital Vault with the owner's consent. That integration is in the final stage of TDRA assessment.

  • Proposed

    The Authority Certificate, the two-owner approval flow and the recipient portal. We build these during sandbox onboarding, in about eight weeks.

  • Needs approval

    Case-by-case access to current Land Department ownership records for pilot units, and acceptance of the resulting NOCs in the transfer file. This is what our Sandbox Dubai application asks for. It has not been granted yet.

Questions

Why start with resale NOCs?
Because it is easy to measure. A jointly owned resale has a fixed list of checks and a turnaround your team already tracks, and the delay when one owner is abroad is obvious. Six months of cases is enough to see whether the certificate saves time. We would only move to other requests after that.
Is this live today?
The certificate is not. The UAE PASS Digital Vault integration it builds on is live in our app and in the final stage of TDRA assessment. The certificate itself is what we have applied to test through the Sandbox Dubai PropTech Data Sandbox, run by the Dubai Future Foundation with the Dubai Land Department. The pilot starts only if the sandbox approves it.
What does it cost the developer?
During the pilot, nothing. Your NOC fees and the way you charge them stay as they are.
Do we need to integrate anything?
Your team opens each certificate in a web portal and confirms it before acting, with nothing to connect to your own systems. That confirmation also re-checks the Land Department record in the same moment, so a certificate cannot go stale between issue and use.
We are already fast. Why would this help us?
Then your baseline will show that, and we will report it as it is, even if it makes our result look smaller. Speed is only part of what the pilot measures. It also counts the checks and repeat document requests your team no longer has to make, and that is where joint owners abroad cost the most effort.
Who carries the risk if a certificate is wrong?
We do, up to AED 25,000 per certificate, in writing, backed by AED 500,000 of financial security for the pilot. Every check the certificate does not cover stays with you exactly as today, and so does the decision to issue the NOC.
Are we committing to anything by talking to you?
Talking commits you to nothing. What helps us is a short non-binding letter saying you would take part if the sandbox approves the pilot. We draft it and you edit it. A full agreement comes later, and only if the sandbox approves the pilot.
