256 Dubai off-plan projects are past their completion date.

The Land Department's construction register on 8 November 2026, read against our October snapshot nineteen days earlier. Most of the change is small. The age of the inspections behind each percentage turned out to matter more.

By the Mulki team ·

On 8 November 2026 the Land Department's Mashrooi register listed 1,561 projects under construction, holding 495,263 units. The median project was 14.7% built. What moved since October

Nineteen days separate this snapshot from the October one, so nobody should expect the city to look different. The register lost ten projects net. Finished and cancelled projects leave the active list while new registrations join it, and a net figure cannot tell those two apart.

The clearer signal is at the bottom of the range. In October, 234 projects were recorded at 0%. Now 216 are. Two snapshots cannot say how many of those started building and how many left the register, but fewer projects at zero is part of why the median rose from 13.3% to 14.7%.

The late list grew by five, and that is a net figure. Projects whose dates passed during the nineteen days joined it, while any that reached 100%, left the register or had their date updated dropped off. We did not follow them one by one.

How old the percentages are

A completion percentage is only as fresh as the inspection behind it. Of the 1,558 projects with a recorded inspection, 723 had one in the three months to 8 November. The other 835 are showing a figure from more than three months back.

For a buyer, that changes how to read a project page. Seeing 40% next to an inspection from last week tells you something different from 40% next to one from the spring, when the site may well have moved on since. Our guide to checking an off-plan project's progress covers where the figure comes from and what to do when a payment request arrives ahead of it.

Projects past their completion date

We count a project as late when its registered completion date had passed by 8 November 2026 and its latest inspection was below 100%. 256 qualify, 18.4% of the projects that carry a date. The median one is seven months over. As a group they are 63.4% built on average, and 72 of them are still below half, three more than in October.

By developer

Among the ten largest developers, Binghatti Developers has the most projects past their date, 14 of the 36 with one, up from 13. Its pipeline also moved the most among the big ten, from 27.1% to 30.6% built on average. Emaar Development and Sobha still have nothing past its date, though nine of Sobha's 27 projects have no registered date to miss.

A late project here may already be working to a new date that the register has not caught up with, since RERA asks developers to update their completion dates as it reviews projects. The developer pages, such as Binghatti Developers and Azizi Developments, list every project with its date.

How we counted

Every project the Mashrooi register listed as active on 8 November 2026, read through the off-plan tracker on this site, set against the same count on 20 October. The built percentage is the one from the project's latest Land Department site inspection. Projects without a registered completion date, 167 of them, are left out of the late and due counts. Unit counts are as registered.

Derived from the Dubai Land Department's Mashrooi project register, read 8 November 2026. Figures change as inspections are published and dates amended; the off-plan tracker has the current numbers. General information, not advice on any specific project.

Questions

How many off-plan projects are under construction in Dubai in November 2026?

The Land Department's Mashrooi register listed 1,561 on 8 November 2026, holding 495,263 units. That is ten fewer projects than on 20 October. Projects marked finished or cancelled drop out of the count.

How many Dubai off-plan projects are delayed?

256 had passed their registered completion date without reaching 100%. That is 18.4% of the 1,394 projects with a date on the register, up from 251 in the October snapshot. The typical one is seven months past its date.

How current is the completion percentage on the register?

It varies a lot. Of the 1,558 projects with a recorded inspection, 723 were inspected in the three months before 8 November. For the other 835, the percentage you see describes the site as it stood more than three months ago, so the inspection date matters as much as the number.

Which Dubai community has the most delayed projects?

Jumeirah Village Circle, with 44 of its 103 dated projects past their completion date. As a share, Jumeirah Garden City is worse: 13 of its 27 projects are late.

Where can I check a single project?

Every project on the register has a page in Mulki's off-plan tracker with its latest inspection, the date of that inspection, the registered completion date and the Land Department's site photos.
